I made a new game, and enabled all stole a pistol from a cop, and it didn't do it. I found a gun that when you aim you walk slower, and it did it. I enabled the hitman cheat (hitman status on all weapons,) and it still did it. Pretty much weapons like the shotgun, Colt, MP5, anything that you can't sprint with causes me to have this glitch.
